President Biden Withdraws List of 80 Coast Guard Officers up for Promotion to Captain (O-6), Then Replaces With List of 78 Officers.

On November 1, 2023 President Joe Biden nominated 80 Coast Guard officers serving as Commanders (O-5) for promotion to Captain (O-6).
As MLAA previously reported, on April 8, 2024, the same day Senator Ted Cruz sent a scathing letter sent to embattled Coast Guard leader Linda Fagan regarding Cruz’s ongoing investigation into the Operation Fouled Anchor coverups, President Biden withdrew his nomination of the list of 80 Coast Guard leaders from the Senate confirmation process.
President Biden’s notice of withdrawal, which was posted to the Congressional Record, reads:

Executive Message transmitted by the President to the Senate on April 8, 2024 withdrawing from further Senate consideration the following nominations:
COAST GUARD NOMINATIONS BEGINNING WITH JENNIFER J. ANDREW AND ENDING WITH CHRISTOPHER J. YOUNG, WHICH NOMINATIONS WERE SENT TO THE SENATE ON NOVEMBER 1, 2023.
Prior to withdrawing the list of 80 Coast Guard officers from consideration for promotion to O-6, on March 14, 2024, President Biden submitted a 2nd, smaller list of 78 officers up for promotion to 0-6 to the Senate Committee on Commerce, Science, and Transportation for confirmation.
The two lists are identical with the exception of two Coast Guard officers whose names were removed from the promotion list by President Biden.
A representative of one of the removed officers told MLAA that the officer’s “removal from the promotion list is wholly unrelated to the Fouled Anchor investigation.”
MLAA is continuing to investigate why President Biden and Admiral Linda Fagan withdrew the nomination of the two Coast Guard officers.
